Could anyone tell me of universities in the US that are strong in IC design and/or DSP design?

You might check with Southern Illinois University at Edwardsville. A guy there is designing a VERY difficult mixed-signal IC for us, and he has done amazing things! He uses his grad students to help design and layout the chips, so he is teaching while he does it.

Arizona State University Electrical Dept, is good in IC design.
