HDLmaker is a Verilog/VHDL higharchical code generator and script generator. It's offered free of charge under a BSD style open source license by Polybus Sytems Corp.
HDLmaker has extensive support for all Xilinx FPGAs, Virtex2P and Spartan3 support has been improved in this release. It also supports Altera Stratix devices and ASIC development.
