Can someone tell me if the Phillips SJA1000 CAN controller supports the emission of a Overload Frame ?

Why ask this here? The datasheet is right there on their website --- get it and look it up for yourself.
The answer seems to be no --- SJA1000 never overloads, so it doesn't send overload frames.
