** Simple.
Just launch a 20 Megaton Hydrogen bomb into near earth orbit over the desired location.
Detonate same.
The EMP ( Electromagnetic Pulse) will kill very cell phone for hundreds of miles.
Instant peace ...........

Buy a few dozen mobile phones and make calls on them all simultaneously. You'll fill the cell's capacity and nobody else will be able to connect.
