It doesn't. I once checked my well insulated hot water tank by disabling the feed from the central heating boiler and monitoring the temperature from time to time.
It had a thermal time constant of 36-hours - established over 12 hours. I wanted a hot shower the following morning so restored the feed before I went to bed.

The contention was that it took a LOT OF energy to keep something hot for any length of time.
My assertion is that with perfect insulation, it takes none, and in the real world it doesn't take a lot.
Heat loss from large structures is far far slower than smaller ones anyone who stops to think about a tank of hot water versus a teaspoon of it will know.
And red herrings about pressure are irrelevant, Pressure can be maintained forever inside a sealed enclosure.
The issue is simple. How much heatloss is there from a well designed well insulated steam boiler at 600°C and therefore how much energy does it take to keep it there?

the local coal power and heat plant is 47% efficient making electricity and the steam is 580'C, 285bar (1050'F, 4100psi) it started production in 1998, so it is hardly new

The average global temperature has gone up 1.3 degrees Celcius since the start of the industrial revolution, and the computer projection have become a good deal tighter in recent years.
Nobody sane has ever suggested that we need to roll back the industrial age to reduce the CO2 levels in the atmosphere. We do need to burn less fossil carbon to do that, but there are other ways of getting the energy to sustain industrial production - and solar cells and wind turbines now generate electricity more cheaply than burning fossil carbon, so simple greed is all the motivation we need.

Up to a point. Small volumes don't convect - if the Rayleigh number is less than 500 convection is a very minor form of heat transfer, and if it is over 100,000 you get turbulent convection, which can be quite vigorous. Lay off the half-baked generalisations - they make you sound like a half-wit.
But getting a a well-sealed enclosure can be tricky.
How big is the boiler? As you have pointed out, size matter, so you need to specify the size and shape of the boiler to get an answer.

But the pressure is variable with temperature change. In cold weather my tire pressure can drop 3 psi overnight. It will also increase as I drive, especially in hot weather and a 5 psi increase is common.

I wonder if there is a pump between the main boiler and the superheater. That makes sense to me, don't make the big boiler run at that insane pressure. The ships that I worked on didn't do that, but they didn't run 4000 PSI.
Steam like that dissolves steel. All the pipe joints were welded. Pinhole leaks were invisible and silent and could slice you in half. Crew would wave a broomstick around the pipe joints to test them; a leak would slice the end off.
I not-fondly remember laying on top of a hot asbestos-coated steam valve adjusting the coupling of a position feedback pot. The first closed-loop control system that I ever designed was the throttle and boiler control of the 32,000 HP LASH ships. Throttle control had a nonlinear function generator to be mostly RPM-correct, with limited-range RPM feeedback, so a tach failure wouldn't have catastrophic effects.
Testing a safety valve was a very big deal. That's another story.

Sorry, but my brain instantly range-checks numbers. Newspapers and web sites are annoying because journalists always mess up numbers. They freely interchange million and billion and trillion, as a certain President constantly does.
The rough range checking is good in engineering, to estimate, say, temperature rise of a pullup resistor. 5 volts, 1K, don't even think about it.

The sensors themselves tend to fail when they get old and cold. That's probably the cause of most warnings on cold mornings. I'd expect that tire pressure doesn't change much on cold days: we're pretty far away from absolute zero.
