What is an infrared industries 408?

Picked this beast up at an aerospace auction. It looks expensive. Can't find obvious info from the usual sources.

It appears to be a heatsunk black body radiator on a precision unidirectional stage.

Markings include IR Industries, Model 608, Santa Barbara CA.

It is a gray ribbed heatsunk cylinder about three inches in diameter by six long.

There is a company called Santa Barbara Infrared Inc. and they make things called Dynamic IR Scene Projectors

If you wait, they show a picture of one of their collimaters. Might be something like that.
