I like how he claims he won't accept bids from "information traders/resellers"... it's OK for him to package up public domain informatoin and re-sell it, but not for others who first obtained it from him! Sheesh.

Ah... which websites would these happen to be? I could use a few more free web-books...

For those who don't have a fast internet connection (for example, those in third-world countries), as long as the government website allows redistribution for a nominal fee, I don't see any harm in what he does...
