It's not possible to wrap the whole thing up in one concise description because programs and terms are willy nilly jumbled into a misrepresentative mess, either intentionally by the critics or from ignorance, and that extends to misrepresenting what the U.S. Constitution says (the ruling judge was apparently clueless as well).
But one example is that article's willy nilly mixing of terms like "wiretap," "interception," and "monitoring" with a program that Thompson rightly characterizes as "LOGGING from/to data."
The term "Wiretap" derives from, in the old days, literally connecting (tapping) to the physical phone lines to listen in on what the parties are saying. Nowadays one can accomplish that by intercepting data streams.
"Monitoring" is more vague but tends to imply, to the average listener, a similar situation (especially after just being prompted by the term "wiretapping") even though it might be monitoring 'activity' (equally vague).
The program under question was intended to look at 'patterns' of calls from phone numbers to (overseas) phone numbers but no personal information was involved in assessing 'patterns'. What they're looking for is an 'indicator' that 'something is up', like, as a crude example, a sudden burst of calls from, say, the Cleveland area to the Pakistani badlands. Hmm. Why? Does it indicate the initial stages of a coordinating plot? Is Cleveland a target? Or is there a cell there?
That information would be coordinated with other sources, like perhaps intercepts or Internet chat room activity or overseas money transfers. Like, is there also a sudden flux of money coming/going to the same areas as the calling pattern? Are we hearing references to 'Cleveland' in the chat rooms?
But it's not "wiretapping" because, at that stage, they're not looking at, or even acquiring, content.
Besides it not being "wiretapping," in any sense of the word, the argument that one "can get a FISA warrant" is ludicrous because one has to state in the warrant what you're looking for and an 'as of yet unknown pattern from lord knows who, when, or why' don't pass muster.
The article also misstates other rulings. For example, the Supreme Court did not 'rebuke' the President over "his plans to try suspects being held in Guantanamo Bay." The Court ruled that the structure of the tribunals was invalid (rather shaky argument in the Court's opinion) but specifically upheld both the holding and trials.
I'll bet there are more of them here in my blue state than in his.

How about you obtain and post a copy of the judge's decision instead of guessing about media bias. That way we all can talk about the same thing instead of media reports.
I've never (in >50 years) heard it in a positive (or even neutral) usage. At lest hear on the left coast of the USA.
There are a few special cases, as in "color scheme."
Some of those are downright evil! ;-)

The context in which I usually hear it is; "this scheme will...." As synonymous with; "this plan will...." Typically, when called a scheme the project is not yet solidly planned, but is more of an outline.

That's pretty cool! Does your family still own Seneca Caverns? I would have thought that the state owned it for sure. I remember coming back home a few years ago and being shocked to see that the National Park Service had bought/taken over Grandview State park.
I'm originally from Southern WV--Beckley area.... your synopsis of the employment and ignorance is sad, but true. I've always thought WV had so much to offer, but crooked politicians and out-of-state business interests have kept the people and the state from moving forward. Did you see the PBS 'Country Boys' frontline? Reminded me a lot of WV... and I started looking up govt handouts-- WV ranks WAY up there... almost 40% receive a govt. check in some form....
