Don't be so sure that it won't work. Most of the government spending we have now is started by a few who do not have to pay for it themselves. If all the bright idea people had to pay for their programs out of their own pocket two things would happen; 1. the people paying for them would insist that they produce the desired results, 2. non-producing programs would get shut down plenty fast. Won't contribute to the volunteer fire company, that's all right, we will put out your house to protect your contributing neighbors.
