I sent an email through ebay to a seller asking about a better price if I purchased two different items that he has for sale. He sent back a price plus shipping, then added, "Let me know if you are interested & I will send you an invoice thru PayPal." Now I don't know, is he trying to bypassing ebay? If so, what's my downside? Mike

As long as his auction proceeds fairly, he can sell whatever he wants to you on the side. They're separate transactions. Anyway, eBay owns PayPal, so they get their cut in any case.

Only is he cancels the actual ebay listing and sells you the same items. If he's got other identical items (not listed) then it's perfectly ok for him to do that as a seperate transaction outside of ebay.
if the transaction is covered by PayPal buyer protection, then no downside. All ebay auctions are automatically covered, but outside ebay transactions may or may not be covered. It should tell you the details on a button in the invoice somewhere.
If you use your credit card direct through PayPal without your login details (instead of using an actual PayPal account), then you are covered by your countries general credit card laws if you don't receive the goods.
