RF transceivers - How to reduce operating frequency ?

Hi people, I want to know some practical ways of reducing the carrier frequency of basic RF transceivers. There are very few RF transceivers which operate at HF frequency range (40Mhz). So basically instead of the 300Mhz FSK output of transceiver, I want to downconverter it to

40Mhz, how should I go about this ? All I can think of is using a varacter diode with the VCO, but will using a mixer/downconverter IC work ?

Then again, you probably could use a mixer with a stable local oscillator of about 260 Mhz.

Would using a mixer affect the performance of the system by much ? Eg. power output, efficiency, etc.

It may introduce some losses. If you are using it in a transmitter, you'd use in with a low power signal out (possibly with an attenuator, or bypass the amplifier stage in the original trasnmitter), and filter and amplify that with an amplifier appropriate to the new band.
