I found it was surprisingly simple under Linux. I was just recently tinkering with audio capturing/playback. If you can read/write a file handle in C, then capturing and playing back audio is a piece of cake. Even setting the sample rate, etc. is dead simple.

IMD, this was done [a few seconds of audio delay] with two tape recorders and a waste basket to contain the delay loop. Won't work with some tape recorders, they need tape tension on the gozinta and gozouta. Ask an old theatre or broadcast sound man for help.
These days: TIVO, tape the radio and the TV, play back after the game. Maybe a computer and a sound card could do it?
