In fact one of the better predictions of the climate scientists, back in 2010, was that global warming - by making the Barents and Kara Seas ice-free more often - was going to up the frequency of heavy snow storms in Northern Europe.

It got published just before a particularly dramatic bunch of early snowfalls surprised northern Europe. Oosten seems to have forgotten about that, or maybe he was talking about a much longer-term future.
