my inout supply is 12 V DC battery but i need

1) 5V constant DC voltage
2) 3.3 V DC can u suggest any ICs which are stable and rugged enough

You'll need to supply a LOT more information than that to get a specific answer.

Like what current?, what efficiency can you live with?, is noise performance important?, what PCB space can you afford? etc

Dave.

And whether you need ON/OFF control of the regulator so you don't run down your 12V battery.

Look for a dual output buck regulator from the usual suspects : Analog, Linear, National, TI, Maxim. They do exist.
