Uhh, the Cray-I was liquid cooled. Pairs of boards were clamped to cold plates which were secured to huge, vertical liquid-cooled cold plates, so that each board passed heat to the two cold plates on either side.
This might have been the scheme on some earlier Cray-designed machine at CDC.
