MY FAMILY CAN'T SLEEP DUE TO ULTRASONIC SOUND

In the recent past, we have some problems with tenants who liveupstairs of our house. On account of gross violations in the RentalAgreement and damage to property by a tenant we gave a notice to vacateand got the tenant out. One of the reasons we got this tenant out wasbecause we kept hearing some weird high pitch noise at night and no onein my family could sleep properly for about 5 months. After this tenantwas gone we were able to sleep well. We had rented the apartment toanother tenant. For the first two months, all was well and then thisweird high pitch noise problem came back and none of my family couldsleep during any given night. We called the police regarding the noiseproblem but they were not of much help. What could we do to preventthis nuisance and harassment.It seems that the frequency of this noise is around 20 kHz and is ofvarying type, which I found out by sampling with wide-band microphone.We had "warm nights" and that went away when we installed aluminum foilall over the ceiling. But the high pitch noise is still there causingsleep deprivation There are no defective transformers, no leakyboilers, no sonar equipment industries, or ultrasonic security systemsin the neighborhood. Its just a tenant living on top of us causing thisnuisance. I need help in this regard.My family consists of decent law abiding citizens and the only thing wehad done were advises to tenants to abide with the rules andregulations specified in the Rental Agreement and whenever there is abreech, we call them to bring this to their attention. Now, we can't doit so as we don't have much strength to argue with them due to sleepdeprivation by ultra sound or Super sonic noise at night.I would greatly appreciate if anyone could tell me how to nullify oreliminate this nuisance at night. I heard of Ultra sound jammer bytalking to a dealer in ultrasound products but they are expensive andbeyond our financial capacity. Someone told me to install plastic sheeton the ceiling or sound proof...

These vinyl sheets that block out 100KHz+ sound waves, they're not round, and black, with a little hole in the middle, are they? I think I've seen those ... Sadly they mostly phased them out and replaced them with shiny silver ones that reflect light instead.
