After thinking about this over many posts, and remembering that i have heard refrigerators "Sing" at pretty high frequencies i consider it possible that something in the apartment is "singing". get a wide band microphone amplify and filter it to 20 kHz to 100 kHz and measure power to find the strongest source. You get in on a "Periodic inspection" and hunt around until you find the source. Not pleasant sounding but is the sound source is within that apartment it can be found. Once found, it can be dealt with.

Another alternative is that the two sets of tenants are running drug labs. Effluent from that could easily cause many problems.
