Explain ECL used in HP equipment

I have a VCXO driving an MC10116P, > I have 40mVpp out of the VCXO into (pin 13) the MC10116P and also 40mVpp out of the MC10116P (pin 15). I also don't get the Negative 5V supply. I have +5.2V on pins 1 and 16, referenced to case, pcb shields and pin 8 of the IC. Here's a schematic of the VCXO and ECL IC's. I question the low VCXO output and not sure what to think about the MC10116P in and out levels. Thanks, Mikek
