Explain ECL used in HP equipment

Actually, they really are not. The ECL inputs are just the base to one transistor of a differential pair. So, the inputs actually draw rather little current in the logic high state, and no current in the logic low state. You do need to provide pull-down to the outputs, however, so that the emitter follower is always sourcing a little current.
