Don't need 400 Hz. You can use a light dimmer from a hardware store, for the EL panel at 60hz, add a resistor in series to keep things safe(limits current not voltage so much).

I have some 16x2 LCD panels, with EL backlight. I think they need something like 100 V, 400 Hz, at 1 - 2 mA
Has anyone got a circuit solution? I don't want to buy special ICs.

You can take apart an old camara flash unit and use the HV voltage from it. may need a resistor in series there too, dont need to trigger it. They are battery powered.

You need an inverter, which you can buy or do by yourself (at that power level there is no problem). Basically, an oscillator plus a transformer. Maybe you knew this. I don't know.
