Really? Good guys do it all the time. Along with their infinite capacity clips (and script writers), their quick reactions rarely get them shot. When they do, it only takes them a week to fully heal.

When in doubt, do the math. Sound travels at about 350 meters/sec. A bullet from an M16 travels at about 1000 meters/sec. The bullet would arrive before the warning sound. However, birdshot had a muzzle velosity of about 400 meters/sec and slows down rather rapidly. In that case, the bird would hear the sound before the birdshot arrived and with luck, might get out of the way in time. The bird may also have seen the muzzle flash, which arrives instantly.
In humans, the speed of nerve impulses varies from 120 meter/sec in nerves with a myelin sheath, to as slow as 1 meter/sec to those without a sheath. Assuming about 20 meters/sec average speed for concious reactions, and a 2 meter height, it would take about 100 msec for an impulse from your brain, to reach your foot. Add to that the time for the brain to analyze the situation, to calculate that a response is needed, and the muscle response time, it will rapidly approach the 1 to 3 second driver braking reaction time.
Better numbers:
eye movement delay 0.09 seconds, fixation delay time 0.20 seconds, recognition delay time 0.50 seconds, decision time 0.85 seconds, muscle response delay 0.31 seconds brake reaction time 1.24 seconds. The sum total of these times, the response time, was 3.19 seconds. Subract out the (mechanical?) brake reaction time for a total reaction time of 1.95 seconds. That's the point where you BEGIN to move out of the way. Add about 1 second to actually move out of the way, and we're back to about 3 seconds total.

sound?! no, the birds SEE the gun flash, then the bullet travel towrads them, sound has little to do with it.
Your recognition time is WAY off, too. I did a driving test where you see something, respond by hitting the brake pedal and get timed. my fastest was 0.030 seconds. a little faster than your 0.5 seconds listed. Slowest was three days - I dozed off.
