There is plenty of chaos right here on Usenet, why go looking for it?
LOL, maybe he is talkng about how power grids obey Murphy's law when something small breaks, and the whole damn system phails

There are enough published references for this subject - specifically dealing with real components in real circuits and systems - to keep you reading for quite awhile.
Even a simple web search of bifurcation, chaos and control will produce downloadable articles (>50meg of downloads) outside of the pay sites. Most nonlinear components are capable of producing oscillatory states for fixed input stimulus.
Ideas? I don't know. Have you any specific questions?
