Seems to give a lot of weight to "business formation" as an indication of smartness.
80% of new businesses go bust in the first five years, so the people who start that 80% would seem to have been less smart than they needed to be.The index would seem to need more work.

The authors are just reporters, except for that Wei Lu character who works for a vulture capital firm. All those kind do is throw around a bunch buzzwords and cliches, a completely superficial presentation.
Neither Salt Lake City or Providence RI exist in Bloomberg's universe, apparently
