The car won't pass inspection, if you're lucky. If you're less lucky you'll get ticketed.

Cars are designed by the government now, and for the past 30 years. The manufacturers only build them to government specs. The specification says explicitly that the light goes 'on'. It does not say, 'flashes'.

It does say that turn signals flash, and specifies the acceptable frequency range, so you can't change that either.

I'm impressed and astounded that anything this silly should matter to anyone above the age of four. Doesn't she have anything real to worry about?

This was covered before where a 555 pair is used to drive a relay which flashes the brake light three times at 6 flash/sec rate and then stays on driving the light continuously until pedal release: View in a fixed-width font such as Courier.

I guess I wouldn't be surprised if her car has CCFT lights underneath and "dingo balls" mounted around the front and rear glass.
