I bet the Extech will correlate rather well with the Flukes; i have one and it reads within 0.2% worst case for all (valid) values except when the value is less than a few hundred ohms where contact resistance becomes part of the reading.

The correct value WAS 4.7 kohms - so the equipment maker knew about the wrong coding !!

First you assume that the actual value of the part is as marked. Then you are apparently unaware of the error spec on your own meter, and then you are unaware of environmental error introductions, which happen in EVERY case.

Or it could have been a batch of mismarked resistors that the equipment maker got for cheap
I have a pair of Fluke test leads that when measuring high resistance I'll get a low reading if the leads are touching each other, though nowhere near what you're seeing, perhaps about 5% error. I'd also check your resistors on another meter for verification.

I already had some 'correspondence' with them on other failing material. they are of my list as supplier. I had these in stock, hardly ever use those high values. I normally order from conrad.nl. I see it as my right to point out my experiences with things bought. You must be aware that the damage is not just a few cents for a resistor, but also the time it takes to trace the problem. Nobody is gona send 10 resistors back. I am just doing a public service pointing out the bad. F*ck any company that disagrees with that, if they sue me I have these as proof, unless somebody actually bust them at the 1000$ I ask as starting bid :-)
