Some them perhaps. Windows doesn't come with a driver for the popular PL2303 clone chips, the SiLabs CP21xx chips need a driver installed too, or did last time I checked.

RS232 support is built into the linux kernel. but only if it is included at compile time. It's also necessary to mknod the appropriate device special file.

Whether all the latest distros include it, I don't know. You can always build a new kernel if it isn't.
