But, as others have said, sshd does - it supports ssh terminal emulation as well as scp and sftp fie transfer.

Also, some ftp clients can act as sftp clients as well, my usual gftp is a good example, so have a look at your ftp client and see if it does anything similar.

Which terminal emulator?

Which ftp client?

Who owns the PC and stops you installing anything on it?

PuTTY (for Windows) has sftp, and it doesn't need to be installed.

You don't even have to install anything, some of those are portable apps. You can run them from a memory stick or from the directory you unpack them into.

Mmm. Its a long time since I used windows but if you can edit files, cant you also create a .exe and run it?

And creating a (text) file is 'installing software'.

Its not installing a program he cant do its running it maybe.

But I don't know who current Windows (in)security works....

My girlfriend's niece is like that. She argues by text message with her mom because she loves the drama.

I used to think my employer was overly strict -- but they had procedures in place to request software if it wasn't already in the list of non-standard but obtainable. They also allowed reading from any media -- but writing required something with encryption (Aegis Secure Key -- and, strangely, they considered my personal Blackberry phone to be an "approved device" when I connected it to charge [the USB charger I used for my Nook didn't provide enough current for the phone])
