Sounds like the typical failing CRT...IK voltage on CRT neck board drops to about 0.6 VDC from over 2 VDC. Service adjustment of CRT screen to increase IK voltage will work initially. Sometimes a light CRT cathode/grid cleaning cycle will buy you some time as well, but the CRT is likely down to its final 6-12 months.

The CRT is most likely failing. The proper fix, is to change the CRT, but this would not be feasible.
