No power, quiet clicking noise from power supply, will not start up.Anyone have any idea what could be causing the clicking noise?I have changed several capacitors but no joy.
Is it ok to test capacitors in the circuit board using a multi meter?

the clicking noise indicates either a short in the circuitry that the power supply is powering.... OR.... a faulty power supply: i.e. shorted diodes and other faulty semiconductors, high ESR electrolytics, open resistors, etc. etc.
A multimeter will only test for shorted or leaky capacitors, on the other hand... a specialized tester called an ESR meter can easily test most capacitors in-circuit and provide the essential testing of the "ESR" criteria. Lacking and ESR meter the best remaining method is substitution of a good capacitor...... first verifying that there are no other bad components like semiconductors, resistors, etc .... then it may be time and cost effective to just replace ALL of the electrolytics in the power supply... maybe a dozen or so.... not very expensive.
