Depends what the roof is made of. There will be some loss of signal that will vary depending on snow, rain etc. If it is a metal roof then forget it.
Try it and see if it works.
Short answer, no. The small pizza pan size dish is barely big enough for direct and unobstructed view. You can use a larger 30" dish inside through a special glass that does not have any kind of uv or low-e coating inside.
