How to manage several ucf files when working with different projects on the same chip?

i.e. top_pads.ucf, that is always the same and top_area_1.ucf or top_area2.ucf

any 'include' directive?

No, but you can just use your build script to concatenate them into a single file. The order doesn't matter.
