I would like to know if the PLX PCI9656 can support the following PCI modes upon the slot it is plugged in :
3.3V 32 bits / 33 Mhz

Have you looked at the datasheet for this information?
The electrical spec' section describes how to use it in a 5V PCI system.
So it looks like yes yes and yes are your answers.
