The new serial devices can not be programmed with old Byteblaster, new ByteBlaster II is required. To make ByteBlaster II (or convert MV to II) only one change is needed: the loopback wire from pin 10 should go to pin 6 (not 7 as for MV), after this small mod Quartus programmer recognizes the cable as ByteBlaster II. The additional signal connections for Active serial programming can be found in Altera ByteBlaster II datasheet. Hope this info is sufficient :)
