Altera DEMUX Megafunction - does it exist ?

There is a nice parametarizable MUX but how about a DEMUX ???

I have already implemented my own 1-bit 4-input DEMUX, but for the

8-bit 4-input version thought Altera would provide something...

Have you tried the LPM_DECODE function? From the Quartus menu ,o to Tools->Megawizard PlugIn Manager->Gates->LPM_DECODE and then follow the regular steps to stamp out an instance of thedecoder.
