Softbaugh is well established with TI and offers several development tools, including some free ones:

I haven't hit it very hard, yet (my current projects are all AVR or PIC) but it seems to be pretty solid. Reasonable price. They also have a no-time-limit but 4K-code-limit version with a development board.
