Is there a way for an ISR to disable the halt instruction on an ARM once the micro-controller embarks upon the perilous path to Halt?
No. Mostly because there is no halt instruction in ARM instruction set. What documentation are you using?

Thanks for the reply. I am working on a TMS470 which is based on an ARM core. Halt is achieved by writing a specific value to the CLKCNTL register.
