What does this have to do with cell phones? And why are you restricting it to GSM/CDMA cell phones? And, if I already have a cell phone, why would I want to layer VoIP on top of it?

Why do people spend so much on smart phones and try to make calls on the cheap? Just get a pre-paid dumb phone. Work fines on voice.
