Does anyone know where to get "empty" TQFP" and/or QFN packages for soldering practice ?

Don't know who has those specific packages as dummies, but you could check with TopLine Practical Components (or google for others who sell soldering training parts).

A TQFP processor is in the order of 3/4 Euro. Not zero, but very little.
