Not necessarily. Don't be fooled by a smaller case. I recently came along an 80 pin LQFP case with 14mm square and they expect me to get rid of 2.5W .

Once you get used to the small cases, they're quite fun to work with. The pcb becomes smaller and you can afford another set of layers on the pcb. Even in numbers.
