Is there a way to build a device programmer instead of buying from the market ? If so, where can I get the information.

A Google search on "DIY EPROM programmer" turned up several good looking designs.

It depends very much on what devices you are interested in programming.
General-purpose home-built programmers are rare. Plans for programmers for a particular subset of devices *may* be available.
