I need to know how to set the pins on a Divide-By-N counter either High or Low on a PCB. Also is "1" and "0" the same as high and low?
Can anyone help me?

Get a copy of the Don Lancaster paperback titled "CMOS Cookbook". That text will explain many of the concepts you will need to know.
1 = Vcc, 0 = GND (usually)
Just tie the appropriate pins to either Vcc or GND.
