what is a feed thrugh capacitor?
I have seen some of these are used in power supply filtering. What is the speciality of these capacitors. Why it's particularly used?

Current.

A feedthrough capacitor is a capacitor that goes through a sheet metal. It is commonly used to feed a wire through an enclosure while filering the signal with a cap.

They are used to pass a low frequency signal (like automatic gain or frequency control) or power supply voltages through a metal shield container. They contain a small capacitor between the feed through pin and the surrounding metal shell that gets soldered to the shield. A capacitor made this way has a very high self resonant frequency, compared to the same value soldered to a PCB.
for capacitor measurement is a good solution

You probably never used it to measure your communication capacity, which is essentially zero, if not negative.
