Where can I find the JEDEC, EIA or whatever 'standard' for the TO-3PF package? I cannot seem to find it on the JEDEC site - not in publication 95 anyway. Where should I be looking.?

This is not a JEDEC package designator.
Various manufacturers use this designation for different purposes, however the "F" part of the designator usually indicates a fully insulated body; ie one that doesn't need an insulator between the body and the heatsink or mounting hardware.
Variations of the TO-218 and TO-247 packages are offered with this feature.
TO-218 Versions: EIAJ - SC94 IEC - SOT399 MFRs - Isowatt, TOP3ML, ITO-P3, MP85, FM100, 2-16E3A, TOP3EA1, TOP3E, TOP3D, TOP3F, TO3PMLH.
TO-247 Versions: EIAJ - SC92 MFRs - TO3PFM, TO3FB, TOP3F, TOP3FA1,2-16D3A.
Drawings of the actual part are best obtained from the data sheet for the specific part number in question.
In practice, the major variation for parts with similar electrical ratings will be requirements for screw mounting hardware. Metric parts are generally inhospitable to 6-32 screws, and TO-247 variants require longer screw lengths to meet the mounting base.
No variations in pin-out are marketed commercially, for these particular part shapes.
