Even worse are the one who can not write a concise, coherent, report on the work they do accomplish.
Have you ever seen a test procedure that was written by a Hispanic Electrical Engineer who thinks in Spanish, then tries to write it in English? They all looked like they had been shoved through Babblefish a couple dozen times. Some test procedures contained a lot of Spanish slang and he would get pissed off when you asked what he meant. His lists of approved test equipment were only useful in the lab, since none of the new test equipment was available on the production floor at that time. I ended up writing new procedures to replace most of his mess after they fired him.
