I am going to be upgrading my computer soon and, as much as I like Photoshop, do not want to pay the high cost that Adobe is charging. My cuurent version will not run on the new OS. I don't want to have to "subscribe" to use software. Can anyone recommend a adequate alternative to PS that is low cost or, even better, free?

If you're changing computers, why now switch to Linux? Then you can use GIMP which is a very capable photoshop style application. Both the OS and the app are completely free. Get rid of Windows while you have the opportunity!

Though personally I'd try very hard to stay with PS, under emulation if necessary or compatibility modes, just because of learning curves.

GIMP is available for Windows. My biggest problem with it is that there seems to be a learning curve. Probably because it has so many capabilities.
And I am running Photoshop Essentials 2000 on my Windows 10 computer.

Just tried GIMP. It does work on Windoze. UI takes a little getting used to but I think it will work for me. Thanks for all the feedback.

I used to recommend it and do still use it, but it went downhill after Corel took it over. I haven't checked which of the JPEG encodings they actually get right in the latest version but some post IJG codec versions which offer various chroma subsampling are seriously broken.
It only really shows badly if you have black detail on saturated reds or blues. Trees against sky or red poppies with black centres for instance.
Even so if used carefully it is still a reasonably capable alternative to Photoshop.

Find an old PaintShop Pro like v.7, still works in Win7. Dunno about Win10, easy enough to check if others have success.
GIMP, as others have noted. A little quirky, but very usable.
