Well, for a 58 story building, it'd include everyone in a radius of
174 meters around the building. And an insurance company, And all the lawyers of the city of San Francisco, CA.
Ok but in the event of a heavy quake that entire area will probably suffer from severe liquifaction, and what does it matter if one highrise building topples in the middle of a disaster area where all lowrise buildings and the other infrastructure are destroyed anyway?
And it is not a question if it will happen, only when it will happen...
It would appear you have no confidence in their ability to create earthquake resistant buildings. That's what this story is about. There are standards for building in that area and this building has been shown to not meet them. That one building alone. Not the entire neighborhood.

The highrise buildings, yes. There are a couple of examples of other highrise buildings that are on poles drilled down to bedrock.
But the average building in that area and all the other infrastructure will not be like that. So a well built building will be in the middle of rubble. Not sure if it still will be an attractive place to live in for the happy few that can afford appartments like this...
Perhaps you should visit San Francisco and share your expertise with them.

It's beautiful around here lately. The serious faults of SF (namely the shortages of really good BBQ and cajun/creole food) seem to be slowly getting fixed. Please stay away, or at least stick to Union Square and Fishermen's Wharf with the rest of the fat tourists.

The 14" is the vertical depth the foundation has sunk. The 2" of lean should refer to the displacement of the vertical projection of its centroid from its original position.
Don't forget Wasserman-Shultz. She's a real piece of work, too. Letting the Pakis have the run of classified systems is one of their better ideas.
After a big quake, assuming its structure is unscathed(*), once the gas, electricity, water, and sewer are back on it will be habitable.
On the other hand it could be that it's designed to remain standing, but not unscathed. We had a lot of that here in 2011.
