EEMCO calls these "proportional" modules, because

Load is also a factor. He is incorrect in thinking that an electrostatic spray device presents little load.

I made a 6kV supply that was used to tag boxes from up to four inches away, dot matrix style, and it was very similar to a printer's corona supply.

Yes, there IS a load from that capacitance.
