The Second Amendment IS (not 'was')for "altering or abolishing" an abusive government,as outlined in the Declaration of Independence. That would be a -second- use of citizen arms to overthrow the incumbent gov't,the British being the first gov't overthrown.

It's the "reset button" of the Constitution,if all else fails.
