I'm too ignorant to understand the implications of the warning here, but I'm a "good guy" and have the hat to prove it.

It means that Jim will no longer flag messages, but will drop them before his news reader software sees them. The set of filters will be maintained and traded among the regulars who don't use HTML based web portals to read the electronics newsgroups. Those people will still see all the trolls, forgeries and spam.
