Some years ago I did a photon budget and a noise cancelling front end for a sensor that used heterodyne detection of sunlight to sense HF plumes from clandestine nuclear enrichment sites. Somebody else built the heliostat. (It was Mesa Photonics in Santa Fe NM--a good outfit.)
